Federal Ruling Halts California’s 2028 Disposable Propane Bottle Ban

California’s planned phaseout of most disposable 1-pound propane cylinders has been blocked by the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration. The state law called for propane cylinders sold in California to be reusable or refillable starting January 1, 2028, but PHMSA determined that the requirement is preempted by federal hazardous-material transportation law. The federal determination took effect September 7, while California continues work related to SB 1280 and could pursue further legal or administrative action.

Diesel Breaks the $6 Mark as Fuel Costs Hit a Record High

The national average price of diesel climbed above $6 a gallon for the first time, creating a costly new reality for RV owners, truckers, farmers and other heavy fuel users. At the $6.0556 average cited by AAA in the article, filling a 100-gallon RV tank costs about $606, roughly $235 more than at the average price a year earlier. Tight global diesel supplies, refinery disruptions and elevated crude prices are contributing to the increase. President Donald Trump said September 9 that he expected high oil prices to persist until after the November midterm elections.

Fake Messages From “God” Take Center Stage in Stalled RV Resort Lawsuit

Richard M. Silanskas Jr. has admitted that he wrote religious messages presented as communications from God and from a fictional nun called “Sister Catherine” during the development of the American Heartland project in Oklahoma. Investor O. Gene Bicknell alleges the messages were used to persuade him to continue funding the project, into which he says he put more than $60 million. Silanskas disputes that account and says Bicknell wanted him to send the messages. The dispute remains in federal court, while the planned Three Ponies RV Park and Campground, once slated for 750 RV sites and 300 cabins, never opened.

New Canada Tariffs Could Raise Costs for Some RV Materials

Trade actions announced by President Donald Trump on September 8 expand the Canadian products subject to an additional 50% Section 338 tariff starting September 15. Finished RVs are not included, but the RV Industry Association says newly covered categories include paper and paperboard, aluminum and other metal products, furniture and upholstery leather, all of which can be used in RV production. The additional tariff applies regardless of USMCA qualification and can be added on top of applicable Section 232 duties. Separate restrictions will also ban certain Canadian products from U.S. importation beginning September 29.
