Question, we are heading to AZ for a few months then planned a short stay in CA before heading back home. Does anybody know if the new diesel laws will affect us entering the state? There seems to be some confusion (at least for me) around these new laws.

You’ll be fine. You can definitely enter California in your motorhome without facing restrictions from the new regulations… or even their restrictive emissions testing requirements.
The recent regulations primarily affect the sale and registration of new diesel motorhomes over 8,500 pounds gross vehicle weight rating (GVWR) within the state.

You have nothing to worry about. Side note, I’d stop and fill up right before crossing into CA. Last time I was that way diesel was about $2 cheaper per gallon in AZ. Its probably worse these days.
