I found16 different Texas locations where RVers can stay for free, all with at least electric and water on-site, and several with full hookups.
These are not resorts, but rather municipal parks with short stay windows, so keep that in mind. They are a good option for a free overnight stop or short stay while traveling to your destination.
1. Andrews Chamber of Commerce RV Park

The City of Andrews allows free RV parking behind the Chamber of Commerce for stays of three nights or less. Sites are first-come, first-served, and reservations are not accepted. Registration is required and must be completed in person at the Chamber during regular business hours. The sites support both 30-amp and 50-amp electric service and water, and a dump station is located on the far west end of the grounds.
2. Huber Park RV Park
