Heavy starlink user here. I’ve never lost connectivity due to weather/clouds, but I have noticed slownees in dark, cloud covered skies and when it’s raining. Nowhere near as bad as when I would constantly lsoe satellite service with DIshTV, for comparison sake (different services, I know). Regardless, its the best option available right now for internet.
